What is a Steel Import NOC?

A No Objection Certificate (NOC) is required for imported steel products that do not fall under the mandatory BIS Certification scheme due to variations in chemical composition, mechanical properties, or end-use. This letter is crucial for customs clearance and the legal sale of these goods in India.

The NOC is obtained from the Ministry of Steel for products that are covered under the Steel Import Monitoring System (SIMS 2.0) but are out of the scope of BIS standards.

Approval Process

  1. 1Prepare all requisite documents, including the Mill Test Certificate and commercial invoice.
  2. 2Submit documents and information online through the SIMS 2.0 Portal.
  3. 3The application is scrutinized by a dealing officer at the Ministry of Steel.
  4. 4Upon successful verification, the NOC Letter is granted.

  • Mill Test Certificate (MTC).
  • Copy of Commercial Invoice.
  • Copy of Bill of Lading.
  • Copy of Bill of Entry (if material is at port).
  • Product Photograph.
  • Clear information on HS Code and Tariff.
  • Justification that the product is out of BIS scope.
  • Copy of the International Standard it conforms to.

NOC for Different Import Scenarios

The documentation requirements vary slightly depending on whether your material is still in transit or has already arrived at an Indian port.

Material in Transit

For goods that have been shipped but have not yet reached India, the application is filed without a Bill of Entry.
